Strategic project No. 2. Digital Platform of the International North-South Transport Corridor

The digital logistics platform will serve as a tool to ensure the effective development of the International North-South Transport Corridor. The digital twin of the transport corridor (a dynamic mathematical model that allows the elaboration of scenarios for the development of both the transport corridor in the Greater Caspian logistics and individual territories and logistics routes).

There are no direct analogues to the project. It is advisable to selectively consider already approved (or previously existing) projects that have their own specifics, for example, departmental target program “Digital Platform of the Transport Complex of the Russian Federation” No. 1 (this platform should process 1600 indicators in 2024, within the declared project the University will analyze from 5000 to 10000 indicators). These may also be the projects mentioned in the Strategy for Digital Transformation of the Transport Industry of the Russian Federation No. 2, such as “Digital Twins of Transport Infrastructure” or “Seamless Freight Logistics”.

It is also recognized at the state level that there is no integrated digital solution for the implementation of electronic document management in cargo operations (including international ones), which will become part of the digital platform. In addition, we can draw a parallel on the implementation of projects within the framework of the Northern Sea Route, such as digital platform “Arctic Labs” under development or project of the digital twin of “Northern Delivery”. The aforementioned projects are also focused on a specific ecosystem, but they actually lack international components. The operation of the digital platform to be created will be carried out not only by entities of the Russian economy, but also by the global economy, within the North-South corridor (India, Iran, China, EU and other countries). There are specific IT solutions on the market that do not represent complex solutions within the corridor, but rather provide operational processes of specific infrastructure facilities. The concept of the digital platform of the International North-South Transport Corridor has been developed. ASU is the first university in the Southern Federal District, which, since 2010, has been training logisticians in the major “Logistics and Supply Chain Management”. In 2018, Astrakhan State University created the Consortium of educational institutions of the Caspian region in the sphere of transport and logistics. Stakeholders in the project are PLK “Caspiy”, German logistics company “Martrade”, and Special Economic Zone “Lotos”. The project is implemented in accordance with the goals and objectives of the Decree of the President of Russia No. 204 dated May 7, 2018, “On the national goals and strategic objectives of the development of the Russian Federation for the period until 2024” in terms of the development of the digital economy, a comprehensive plan for the modernization and expansion of mainline infrastructure, the “Strategy for the development of sea port infrastructure in Russia until 2030”, the Decree of the Russian Government “On the establishment in Astrakhan region of a port special economic zone and the Caspian cluster”, “Strategies of socioeconomic development of Astrakhan region for the period until 2035”.

The global result of the project is an improvement in the quality of transport and logistics services, reloading of the transit potential within the North-South ITC, (increasing accessibility and speed, reducing costs), development of “seamless” international transport, ensuring its safety and reliability (resistance to special external conditions), as well as reducing the burden on the environment. This will stimulate economic development, as well as significantly improve the quality of life of the population in Astrakhan region. Implementation of the project will provide a number of system effects aimed at comprehensive development of the transport infrastructure of the North-South corridor, increase of cargo flows along the transport corridor up to 30 million tons. Within the framework of the project, it is planned to train 400 highly qualified specialists for the industry.
